Why is the bank account showing " RECURRING NG PAYMENT AUTHORIZED ON 04/03 http://ROVER.COM PET CARE" ??? I thought it was a one time payment for the background check...

Yes, there is a one-time cost for the background check. I suggest contacting Rover support to clear things up.
