Client Late for drop off?

What do you do when a client is consistently pushing back the drop off time for their dog boarding booking. For instance, this last time the client and I agreed upon a 12PM drop off time. The day before they asked to move it up to 10AM. I said no problem. At 9:58AM they told me that they hadn't even left and it would be 12 PM again. At 12:20 they said they would be at my place in 5 minutes. At 1:30PM they are still not here. I have ended up waiting for this client for 4 hours almost. Is it reasonable to charge for this? It seems very unprofessional.

If you'll do some searching on this board, there have been some creative approaches used by other sitters. From what I remember, one sitter told her client that she had an appointment and would not be there later than the agreed-upon time.
