Can a dog walker confirm and then cancel within 10 minutes?

My regular dog walker was busy so I tried to book someone else for a walk, the person I contacted confirmed the booking and then when she found out this would be a one time walk for the near future she immediately canceled. Is a walker allowed to accept a job and then turn around in less than 10 minutes and cancel because you're not going to be a repeat customer?

Sitters and walkers do not work for Rover; they are independent contractors who merely use this platform. Therefore, they can do whatever they'd like, within reason since cancellations would affect their metrics and placement in search results.
