Do both the sitter and the pet owner pay a service fee to Rover.com?

Rover takes a percentage of sitters' earnings, and pet owners pay an explicit fee directly to Rover, as explained here:
"The fee cannot exceed $50/booking ($35 CAD/booking in Canada)." I'm in Canada. Why am I being charged more than $35?
